Fran Jacobs is an associate professor with a joint appointment in the Department of Urban and Environmental Policy and Planning (UEP) and the Eliot-Pearson Department of Child Development. Fran has been a program evaluation consultant to numerous community-based child and family programs, and is currently co-directing a statewide home visiting program evaluation. Fran was the former director of the National Child Welfare Research Center, Center for the Study of Social Policy in Washington, D.C. Her research interests include child and family policy, including child welfare and child care policy, family development, family preservation and support programs, program evaluation, social welfare policy, and public policy analysis; she has lectured and written extensively on these topics. Fran has recently concluded participation on a National Academy of Sciences panel – the Committee on Work and Family Policies. She received a B.A. in sociology from Brandeis, and an M.Ed. and Ed.D. (in social policy analysis) from Harvard.
