Francine Jacobs, Ed.D., is an Associate Professor in the Eliot-Pearson Department of Child Development and the Department of Urban and Environmental Policy and Planning at Tufts University. She is co-Principal Investigator of the Massachusetts Healthy Families Evaluation and is Principal Investigator of the Massachusetts Health Passport Evaluation. Dr. Jacobs, developer of the Five-Tiered Approach to Program Evaluation, has been involved in many evaluation projects in the U.S. and abroad.
