ECO Constitution [updated January 2000] Article I name Section I The name of this organization shall be Environmental Consciousness Outreach. Article II Purpose Section I The purpose of the Environmental Consciousness Outreach is to increase environmental awareness through both education and action. The goal of environmental awareness is to think of the global environment as interlinked and to understand the effects of our individual and collective actions upon the global environment. ECO will strive to raise the awareness of both the Tufts community and the surrounding area. Education within the Tufts community will take place through means open to the general public. These educational events will include, but not be limited to, symposiums, forums, discussions, lectures, films, meals, talks or speakers. The focus of these events will be to educate those attending to be responsible, aware decision makers regarding personal and political environmental decisions. Education within the surrounding area will focus upon non-partisan environmental education of primary and secondary school students. These education events may include, but are not limited to, workshops, classes, nature hikes, films, readings, and speakers. Actions taken to protect the environment will be non- violent, but will follow along the lines of civil disobedience developed by Thoreau, Gandhi, and King. Action may consist of, but not be limited to: sit-ins, demonstrations, picketing, boycotting or leafleting. Environmental Consciousness Outreach is a non-partisan organization. Effort will be taken to insure the political neutrality of the organization. In addition, the group is also to stay unstructured. Bureaucracy and unwieldy hierarchy is to be avoided. Environmental Consciousness Outreach is committed to using both education and action to achieve heightened environmental awareness. Article III Membership Section I Membership shall be open to any undergraduate member of the Tufts community who has paid the Student Activities fee. Article IV Meetings Section I Meetings will be held on a weekly basis during the academic year. Section II Decisions at all meetings regarding any action or future actions of the group, or regarding the philosophy of the group, shall be reached by consensus of all present members. Article V Officers and Elections Section I The officers of the organization shall be the Chairperson(s), Treasurer(s), E-Mail and Voice Mail Coordinator(s), and/or Secretary(s). The number of persons filling each position shall be decided upon by the member present at the time of nominations. Section II The Chairperson(s) shall facilitate all meetings and shall have the authority to act on behalf of the organization when matters require immediate action. Section III The Treasurer(s) shall keep all financial records and shall take responsibility for preparation of the budget. Section IV The E-Mail and Voice Mail Coordinator(s) shall manage the ECO E-mail account and shall be responsible for notifying members o meetings and events through E-mail and/or phone messages. The Secretary(s) shall take notes of meetings and other events as well as maintain the ECO web site http://www.tufts.edu/~eco/. These two positions may be combined if necessary. Section V Elections will be held during the last full month of each semester. In the event of a tie, discussion shall ensue among the voting members and there shall be another vote until the tie is broken. Section VI In the case that any member feels that an officer is failing got adequately fulfill his/her duties, that member shall bring his/her concerns to the officer. If the problem is not resolved, the member shall then petition to have the officer replaced. A vote of three-quarters of the regular voting members will be needed to relieve the officer of his/her position. Section VII In case of an office becoming vacant during the semester, elections will be held two weeks from the meeting in which such vacancy becomes known. Section VIII A simple majority vote of all regular voting members will be needed to be elected. BY LAWS Article I Membership Section I A voting member is one who has paid his or her dues and has attended at least two regular meetings during the academic year. Article II Amendments Section I Any regular voting member may propose an amendment on the first meeting of each month. Section II The vote will be held two weeks from the date of proposal. Section III A three-fourths vote of regular members is necessary for the amendment to pass. Section IV The amendments must be in compliance and approved by the Tufts Community Union Judiciary.
